About the Community Oversight Task Force
Role: To serve as the community engagement accountability mechanism to the Global Alliance to End AIDS in Children by 2030 and ensure meaningful representation of communities, particularly networks of women living with HIV, provide oversight for gender equality and respect for human rights across the Alliance, and support community-led monitoring.

Responsibilities:

  • Ensure the meaningful representation of communities, with an emphasis on women living with HIV across the Alliance structures.
  • Provide strategic input to the Alliance to ensure community engagement is prioritized through the development, implementation, and review of the Alliance strategy and all Alliance activities.
  • Guide the Leadership Forum to ensure community engagement is prioritized in the resource mobilization plan, advocacy strategy and M&E framework.
  • Support implementing countries with practical guidance on how to improve community representation and engagement, address gender equity and respect human rights through community-led monitoring and accountability frameworks.
  • Monitor progress and assess the effectiveness of the Alliance from a community perspective and make recommendations to enhance community engagement practices.
  • Share experiences and learnings from meaningful community engagement across implementing countries.
  • Raise awareness of the Alliance and mobilize engagement from networks and community organizations in the implementing countries and support the work of the Global Alliance Champions on upon request.
  • Profile and amplify visibility of the Global Alliance work and activities in their work and related engagements.

Membership and ways of working:

  • Coordination: The recruitment and coordination of the Community Oversight Taskforce will be provided by Global Networks of People living with HIV, led by ICW Global and with the support of a dedicated coordinator to be based at ICW Global.
  • Membership: The Community Oversight Task Force will comprise of 9 members: 3 members of the Global networks already on the Global Steering Committee; 1 representative from the Global Alliance Regional Hub and 3 members who will be selected from an open call (but must already be a member of the Country Global Alliance Team), 1 representative of the GA Champions and 1 member of the KVP. We shall also prioritize a balance in regional representation of different key and priority population in the COT.
  • Countries: The COT members must be from the 12 Global Alliance Focus Countries
  • Meetings and communication: Members will meet quarterly with ad hoc meetings planned for when needed. Members will communicate through monthly email updates, WhatsApp groups messages – to be refined/agreed upon when the COT is constituted.

About the Global Alliance

Vision
The vision of the Global Alliance is to end AIDS in children through a strong, strategic and action-oriented alliance of multisectoral stakeholders at country, regional and global levels that works with women living with HIV and directly affected communities, national governments and partners to mobilize leadership, funding and action to end AIDS in children by 2030.

Aims
The Global Alliance to End AIDS in Children by 2030 aims to:

  • Advocate for and mobilize worldwide leadership, political commitment and resources for urgent action to address inequities and end AIDS in children;
  • Galvanize action in partner countries at national government and community levels by assessing and addressing inequalities, programme gaps and structural barriers across the four pillars of work;
  • Stimulate innovation and technical excellence within and among countries by promoting the sharing of knowledge and experience among affected communities and country programmes and across relevant sectors;
  • Create and implement a mutual accountability framework around shared targets and commitments.

Pillars of work
The work of the Alliance will be aligned to four pillars:

  • Early testing and optimized comprehensive, high quality treatment and care for infants, children, and adolescents living with and children exposed to HIV;
  • Closing the treatment gap for pregnant and breastfeeding women living with HIV and optimizing continuity of treatment towards the goal of elimination of vertical transmission;
  • Preventing and detecting new HIV infections among pregnant and breastfeeding adolescents and women and;
  • Addressing rights, gender equality and the social and structural barriers that hinder access to services.
