Parliament of Uganda has passed clause 41 which talks about criminalization of Intentional transmission of HIV. This is one of the clauses we have been fighting against. On several occasions we have engaged members of Parliament to see that the clause is deleted.
Even those that had been proposed for deletion like mandatory testing and criminalization of attempted transmission were restored.
This is such a negative milestone in the HIV response. Right now only 33% of Ugandans have tested for HIV and now with this clause, we are likely have many people discouraged to test.
